ProjTool is now available from Codeplex to support the Microsoft Project Server 2010 solution. The product is free and avaiable through SDK and various Microsoft Blogs (http://blogs.msdn.com/b/project_programmability/archive/2010/11/03/projtool-for-project-server-2010.aspx)
Use ProjTool for a lot things, i.e. creating multiple projects with tasks for testpurpose without opening the Project client. Refresh the queue service, pulish all projects, check in/out resources and projects and much more.
Microsoft recommends only to use ProjTool in non-production environments. Have Fun!
